I think you should raise a bit E-wax NF to 3,5 - 4% and combine with 1 polymer like xanthan gum or carbomer (0,2 - 0,5%) for improving stability of water phase.
I used it in eye drops and liquid (pharmaceutical product) for increasing solubility of preservatives or oil-soluble vitamins . pH 4-6 or 6-8 and never observed discoloration (in transparent eye drops).

We use PEG-40 Hydrogenated castor oil (Acrysol K140 or Eumulgin CO40) as the alternative for Polysorbate 80. But IMO, almost the solubilizer will produce foam if they are surfactant.

You can dissolve PEG - 150 Distearate in hot water (approx 70 - 80°C) with slow mixing to avoid bubbles. Just dissolve it alone, you can add to your SLES before mix with CAPB. And what is percentage of PEG - 150 you are using?
