When can you make “brightening” phrase in a product? (USA)
In certain countries, the phrase “brightening” is regulated as functional cosmetics and you cannot use that phrase just freely.
I believe that is not the case, am I correct?
That is, you do not need to go through any additional FDA procedure or anything like that to make and sell things named “brightening serum” or “brightening cleanser” if you use ingredients such as arbutin, kojic acid, and so on?
