Somebody has told me that if both will use in same formula may be neutralize. I think he is correct. this is Liquid floor cleaner.

No. A non-ionic surfactant will not neutralize an ionic surfactant.
A cationic surfactant may neutralize an anionic surfactant but these are both ionic surfactants.

Use nonionic and the cationic if that’s the case. The cationic will be the antibacterial here.

Nonionic with cationic is okay and used in many floor cleaners:in cosmetics,although compatible they can cause severe eye irritation.
