How does this formula work without polysorbate 20

Hi,
I am looking to make a flea and tick spray so I have gone over products that are in the market. This formula below has oils and water but no emulsifier. Is there something they aren’t disclosing?

Active
Ingredients:
Peppermint Oil…0.30%
Eugenol (from Clove plants)…0.70%
Sodium Lauryl Sulfate (plant-derived)…2.70%
Inert Ingredients* …96.30%
*Water
Sodium Benzoate (preservative widely used in foods).

If I were to add polysorbate-20 what % would be a good place to start? I’m thinking a (5:1) ratio to the oils.

if you want to replace Sodium Lauryl Sulfate with polysorbate-20
ratio around polysorbate-20:Peppermint Oil - 2%:0.15%
no experience with Eugenol.

I just wanted to add to this discussion that I made the product and added polysorbate-20 and the formula is turning yellow at 37C after 2 days. Any idea why?
