    High gloss appearance but matte/foggy finishing lipstick

    Hi all, can anyone give some suggestions/advice on how to formulate a lipstick which can give high gloss on the outside appearance but matte and foggy finish when you apply it? Is VP/HEXADECENE COPOLYMER play an important role in the formulation?
