why salt like crystals forming in my SPF products

Hello,
 I formulate gel cream with SPF30, but after two months crystals were formed in it and i dont understant,why?
 
My formula mentioned below;

Deionized water-                          54%
Glycerin-                                       03%
EDTA-                                           0.2%
Omyaskin-                                    0.5%
(Hydroxyapatite (and) Calcium Carbonate)
Octyl salicylate-                             05%
Avobenzone-                                 03%
Octyl methoxycinnamte-                08%
(ethylhexyl methoxycinnamate)
Vitamin E-                                      0.5%
Phenonip-                                      0.8%
(Phenoxyethanol and Methylparaben and Ethylparaben and Propylparaben.)
Stearic acid-                                   03%
Simulsol 165-                                 3.5%
Cetyl alcohol-                                 03%
Acrym N50-                                    2.5%
Phenylbenzimidazole sulfonic acid-02%
Triethanol amine-                           1.3%
Willow bark extract-                        0.2%
Liquorice extract-                            01%

    Procedure: In a vessel phase A (water phase) i.e deionised water, glycerin,edta and omyaskin heat phase A upto 80*C temp .In another vessel measure Phase B(oil phase) i.e octyl salicylate,avobenzone,otcyl methoxycinnamate,vitamin E, phenonip,stearic acid,simulsol 165,cetyl alcohol and heat them at temp upto80*c. In phase C neutralized PBSA with TEA and small amount of water and at last phase willow bark extract ,liquorice extract ,cyclomethicone and Arcym N 50 (Polymer for stability and thickness).

    @kajalthakur I'd like to blame your Omyaskin (inorganic salts not very water soluble), but I see also that your formula doesn't have many solvents your for UV filters. Usually, you'd expect some amount of esters (like c1215 alkyl benzoate) for this purpose. Also, I prefer Octocrylene over OMC, both because OMC is rather unstable, and because it doesn't go well with Avobenzone (chemical interaction). Plus, Octocrylene is a good solvent for other UV filters. A good antioxidant could also be needed.

    What's the final pH of the product and do you monitor pH over time

    my final pH of the product is 4.93 and i also checked it before and after stability testing ,i was observed very slight changed approx 0.2
  • @ketchito ;I"ll definately try to formulate new product as you suggest me and let you know.Also, can you suggest me any mattifying agent which will sutiable for spf product that does not affect the stability of it.
