Help with formulating solid serum bar

Here is the start of my formula: 
Propylene Glycol 45%
Distilled Water 15%
Glycerin 
Liquid allantoin (aqua/allantoin)10%
Licorice Extract 8%
Sodium Stearate 8%
Room for some more liquid actives 

it’s not hard enough. I’m looking for a smooth glide in a solid bar. 

Any advice?
