Tacky Conditioner

Working on a conditioner that has a low pH (3.48) and is tacky.  I am not sure why the pH is so low.  I want a pH of 4-5.  Then it gives a soaping effect with a tacky feel. Any suggestions?

Guar Hydroxypropyltrimonium Chloride-0.4%
Cetrimonium Chloride-0.5
Stearyl Alcohol-5%
Cetyl Alcohol-4%
Quaternium-91/Cetrimonium Methosulfate
/Cetearyl Alcohol 2.0%
Peg-150-Disterate-1%

fruit oil-0.5%

any suggestions?

    @Henry your problem is most likely coming from PEG-150 Distearate, I dont think you need it in the formulation, you already have about more than 9% of fatty alcohols

    @Henry Reduce all that fatty alcohol as @singhc10 alluded. You are experience the "chalky" effect of too much of that, perhaps not "tacky". What is "fruit oil"? that might also be a culprit.  Otherwise tackiness will be a mystery: with all that dimethicone and quat in there, this should be gliding like Clyde. BTW, what's the matter with a pH 3.5? Nothing to worry about there my friend.

    sometimes I am so scared that something will separate that I put more cetyl alcohol in to help with that.  should I reduce the dimethicone and quats?
