What surfactant to make a 5-10% Benzoyl Peroxide cleanser foam?

Benzoyl Peroxide seems to reduce foaming substantially, is there any way to still get some foaming with 5 or 10% Benzyol Peroxied?

It seems like Cerave's 4% BP cleanser foams a bit, using COCAMIDOPROPYL HYDROXYSULTAINE, SODIUM C14-16 OLEFIN SULFONATE, whereas Panoxyls 10% foaming cleanser with decyl glucoside does not according to reviews. The difference could stem from the amount of BP used or the difference in surfactants.

Any ideas?

How foamy do you want it? Foamier than the typical OTC product?

Just a bit foamy at least, most 10% formulas are not foamy whatsoever.

Use Bis PEG-12 Dimethicone at 2%, it even foams ethanol. Hopefully it would work in your formulation
