Honey and oil emulsification
How do you emulsifier honey, oil, and aloe without an emulsifier? This leave in conditioner has no emulsifier. Why doesn’t it separate? How can I formulate something similar?
My sense is that they “forgot” to mention an ingredient or two on the label.
I believe it is possible with certain expensive homogenizers to blend the other components without emulsifiers (others will opine), but I doubt this manufacturer has such a machine.

This ingredients list is not accurate because the preservative is listed by its trade name (Optiphen) rather than using the correct INCI terms.
Such obvious errors really bring serious doubt to the accuracy of the entire ingredients listing.
One possibility is that they are using PEG-40 Hydrogenated Castor Oil as a solubiliser for the oil.
I would strongly suggest that you look for a different product to copy.
None of these are proper INCI names. It should be olea europaea and ricinus communis not olive fruit and castor oil.
