Polygel w 400 sticky problem in hand sanitizer

I need some help resolving my problem of formulation regarding to hand sanitizer formulating with polygel w 400 3v sigma 
I used 
Polygel w 400 3 percent 
Ethanol 70 percent 
Tea 0.2 percent 
Peg 400 2 percent 
In some batches it cause stickness so much.
I also tired glycerin 1 percent 
But facing same issue. 
If someone has accurate information kindly share i will paid for its assistance.

    Are you sure you added the right amount of TEA? Did you check pH? If not, this would explain why certain batches work and others don't.
    I'd guess that adding 5% polyols as proposed by @UsmanAli will render it a fair bit more sticky compared to 2% PEG 400.

    What Pharma said: doesn't appear to be enough TEA in there to neutralize that acrylate. To reduce tack, add ZERO glycerine but 3% propylene glycol will help. PEG-10 dimethicone will help better. On the other hand, if you have access to 3V Sigma products, why not just use RapidGel EZ-1? You may then eliminate the TEA, the PEG-400 and the glycerin. That is the best alcohol gellant in the world today.
