Hydrating oil mist/toner help

Hi! So I'm quite new to cosmetic formulation and would love some help. I want to make a hydrating oil mist/toner for sensitive skin, at a pH of 5,5. This is my formula so far:
Hydrolate/Water69,0%
Prickly pear seed oil3,0%
Camellia olifera oil5,0%
Propanediol4,0%
Tocopherol0,5%
Cetearyl Glucoside
1,0%
Centella extract (2/3 glycerin)4,0%
Allantoin0,5%
Panthenol1,0%
Lactobacillus ferment3,0%
Licorice extract (2/3 glycerin)4,0%
Niacinamide 5,0%

Can cetearyl glucoside, in this case, be used as the sole emulsifier? or should I rather combine it with potassium stearate 0,5%/0,5%? I want the formula to be sprayable. Could I do any other adjustments to make the formula work better?
