I’ve seen quite a few shampoos on the market with no Presevatives.  For example this shampoo

Ingredients: Aqua (Purified Water), Cocamidopropyl Betaine (Derived From Coconut), Cetrimonium Chloride, Chamomilla Recutita (Matricaria) Flower Extract, Salvia Sclarea (Clary) Leaf Extract, Lavandula Angustifolia (Lavender) Extract, Betula Alba (Birch) Bark Extract, Rosmarinus Officinalis (Rosemary) Leaf Oil, Equisetum Hiemale (Horsetail) Extract, Celery Seed Extract (Apium Graveolens), Sodium Cocoyl Glutamate, Citrus Grandis (Grapefruit) Extract, Urtica Dioica (Nettle) Extract, Thymus Vulgaris (Thyme) Extract, Achillea Millefolium (Yarrow) Extract, Panthenol, Silk Amino Acids, Citric Acid, Ricinus Communis (Castor) Seed Oil, Biotin, Tocopheryl Acetate (Vitamin E), Persea Gratissima (Avocado) Oil, Fragrance (Essential Oil Blend), Violet 2

Cetrimonium Chloride is a preservative (https://www.cosmeticsinfo.org/ingredient/cetrimonium-chloride).
Some preservatives can also be listed as Fragrance.

What percentage do you think would be used as enough for it to be a preservative in the product?

Many surfactants are supplied with preservatives in them. There are some companies who neglect to list these out of ignorance or willful breaking of the regulations. You can tell that this company doesn’t follow the rules - putting Purified Water even in parenthesis is breaking the rules.

My guess is that they just don’t list the preservatives. Also, some people use Grapefruit extract as a preservative. This is known to frequently be spiked with parabens.
