    While I assume the concentration of active ingredients is high in serum, is there any other differentiating factor from other types ( lotion / creams etc)
    May be manufacturing method is also different.

    Are serum easy to formulate than creams, lotions etc.

    Serum is a marketing term. Whatever the marketers want to call a serum & whatever they can get consumers to believe is a serum makes a product a serum.

    The concentration of active ingredients does not need to be (and usually isn’t) high in a serum. 

    If you look on the market, serums are usually clear, slightly thickened liquids delivered in eyedropper bottles or just small bottles. They are not difficult to make.

    The concept of a “serum” is a simple formula containing few “active” ingredients in higher concentration than you normally find in creams, etc.  As Perry mentioned, they are generally quite viscous. 

    A serum is a very direct, clean formula that generally dispenses with unnecessary claims ingredients and just focuses on the ingredients that achieve the desire effect.  Yes, they are relatively simple to develop and manufacture.
