    Wondering what would be a suitable solubilizer for fragrance before adding it to a semi-clear gel (carbomer) so it won’t change the appearance of the same

    Have you tried polysorbate 20, nonoxynol 9, PEG 40 hydrogenated castor oil

    Oleth-40 worked for me too.
