I was looking was looking at of SDS and Compositional Statements of a blend and notice 2 of the RMs  had the same CAS number (999999-92-4).  Is this normal?  Is this a number used when a number is pending registration?

Would a different CAS number be given to a RM where the leaf portion of the  plant and a flower of the same plant?

    Did you mean 999999-99-4?
The CAS Number 999999-99-4 seems to be used for naturally occurring substances so it is definitely possible to have more than one naturally ocurring substance in a product blend.

    1. It would be no.

    see Aloe

    see Chamomilla

    2. It would be yes.

    see Orange flower/fruit/peel extract

    3. And if it is Chinese plant extract, it is possible for 2 different plants to have same CAS number.

You would have to clarify with the manufacturer.
