When we apply a lotion with +10% glycerin and it attracts water from lower to top layers of skin,
does it attract only pure water or all vitamins, minerals and other water soluble things with it too?

It 'attracts' just water. Subsequently, some water soluble molecules will then diffuse into the newly hydrated skin layers.
