Water soluble ingredient for matte finish

Does anyone know water soluble ingredient for a matte finish, even if it's have a low effect?

These kind of ingredients almost always are non water soluble powders...

    Clay isn't soluble... :(  You can only disperse clay in water.
  • What about arrowroot...also insoluble in water...but sure goes into water (suspension) easily...and once it meets the oil phase....pow.

    Acts as a mild mattifier, and mild textural enhancer.
