I am making a hair moisturizing spray to refresh curls on day 2 and to
re-hydrate dry curly hair. I need a solubalizer to solubalize 1% jojoba oil 1% rice bran oil and .6 % essential oil (grapefruit and ylang ylang).
I am trying to stick with the eco-friendly, Green formulation base, as a result, polysorbate 20/80 or PEG 40 Hydrogenated Castor Oil is not an option.
Does anyone have any suggestion of what I can use.

You can google for ecocert/cosmos approved materials like this, or ask your suppliers what they have to offer. Keep in mind it will be reflected on the price.
