colloidal oatmeal

I looked through the forum and I didn't see this brought up for discussion yet:

I understand colloidal oatmeal is a monograph
ingredient and based on the Skin Protectant Monograph it is regulated at the following level:   0.007% minimum (.003% if combined w/ mineral oil)

  By “minimum”, does that mean it is the minimum
amount we can use in formulation?  If there is one, what is the maximum amount we
can use? I saw a couple of products in the market that claim 0.5% - 1%, are those valid? Are there non monograph levels as well?
