Does propylene glycol prevent parabens from falling out of solution?

Parabens are just too water insoluble
Methylparaben 0.16%  @ 15 C
Propylparaben 0.023%  @ 15 C

These figures are well below the EU regulations maximum allowed (0.4% and 0.15%)

Does propylene glycol "cling" to parabens molecules and prevent them from precipitating in water?

    Parabens are soluble in propylene glycol and other diols. See Germaben II or other preservative combos using this attribute.
  • Parabens you need to heat and dissolve in glycerin and in hot condition only you need to add to your  base.
