    I often find myself needing to test whether or not a given active has any apparent therapeutic effect. So as to avoid reinventing the wheel all the time, I formulated this general purpose base which accepts modest percentages of water based actives without trouble. (Just warm it to 35C and blend in)
    Perhaps it may be of use, so here it is:

    Water Q/S to 100%
    Sensoft T-75 (emollient) 6%
    Cetearyl alcohol (emulsifier) 3%
    PEG-7 glyceryl cocoate (emulsifier) 3%
    glycerine (humectant, preservative enhancer) 3%
    preservative 0.7%
    active ingredient for test (2% OK, don’t yet know upper limit)

    Another emollient could be substituted for the Sensoft, for instance Squalene. This particular formula is a thin cream, with very long flow characteristics, absorbs quickly with non-greasy finish.

    Do you have to make it fresh every time or can you just add the active ingredient and homogenize?

    Just warm it to 35C, mix in and homogenize.
